Paul purposed in his spirit.  He was not led of the HolySpirit to go to Jerusalem.  He also intends to go to Rome. <p>Our Lord allows us to make decisions.  However, He is not bound to bless our decisions.<p>Just as was the case with Paul, our Lord works things out despite our deviations from His perfect will.
