Though the scripture tells of angels who make the events happen, I personally believe that the gross wickedness and rebellion of man translates into a breakdown of the order in nature.
Another point to consider is that these angels are not identified as angels of the Lord. In virtually every other reference to angels throughout scripture it is clear whose angels are manifesting. It may be these are fallen angels working on behalf of Satan who has been released by Michael to incarnate himself in the Beast.
