The `he` in this verse is the HolySpirit.  He is the quickener - the One who makes us alive.<p>The SinNature that our spirit became because of OriginalSin resulted in death Rom 5:17. That is why Jesus said we must be BornAgain Joh 3:7.<p>Thank Christ Jesus we are forgiven and made alive by His HolySpirit who were once dead.<p>It is His HolySpirit in us who makes us spiritually alive which, in turn, excites our minds and energizes our bodies.
