`That great city` represents the seat of world power. <p> The real world power is Commerce. A harlot sells her body for money. <p> The love of money is the root of all evil. <p> Rome was once that city. London was that city for a while. New York has recently been that city but that city is transitioning to a new locale: Beijing?<p>Maybe the city just represents the center of power and influence and not a specific locale.
