The speaker is pre-incarnate Jesus.  He is talking about the NewCovenant which will completely supercede the OldCovenant. <p> The Jews of Jesus^ day who read Isaiah still resisted what Christ was doing.   They still do.  Unfortunately and unbelievably, some Christians drag parts of the OldCovenant forward thus sewing new cloth into the old rage and putting new wine into the old wine skin.
