All life exists by the power of the HolySpirit. This means that the lowest of men and the highest of men exist by the Lord`s Grace. He is the life-giver and therefore He reigns over all men and all of men`s kingdoms.
This does not mean that Nebuchadnezzar was selected by the Lord to rule. He simply rules by the gift of life that gave him opportunity to rise to power.
