There are two aspects of fear connected to the word 'turning'.   
    fear causes one to turn and run
    to be victorious we must turn fear into fight

So, there is the turning back kind of fear as illustrated in the twelve spies where they encountered Giants In The Land.   And there is the turning back fear that Jesus's ministry is all about.   

In the Fearful And Unbelieving turning back that was recommended by the ten spies there was discouragement, defeat and rebellion.   

In the Turning Back Fear that Jesus did there was peace, victory and joy.   

What a contrast!   
There is no fear in love; but perfect love casts out fear: because fear has torment.     He that fears is not made perfect in love.
Fear and love are mutually exclusive.     
    Fear has torment.     
    Love has peace.     

When a person encounters the love of the Holy Spirit as demonstrated by Christ Jesus they enter into Grace.     

As a believer fellowships with Christ in His Word and by Praying In The Spirit their awareness of His love grows and they experience more of His Grace.     

Eventually, all fear vanishes as His perfect love is realized.     

A believer who is not living a victorious life but is dealing with fears has not come to the realization of our Lord`s perfect love for them.     Our ministry to those in fear is to teach them of His love.

But without faith it is impossible to please him: for he that comes to the Lord must believe that he is, and that he is a rewarder of them that diligently seek him.
Believe that
    Jesus is Mighty God
    Jesus is loving and giving
    Jesus will reveal Himself to those who seek Him
    Jesus Himself is your exceeding great reward

Faith is the power to appropriate what Grace has provided.     It pleases the Lord Jesus for us to receive what He has made available to us.     

So, we begin to see the importance of our choice as to whom we will follow.   That choice is between two mindsets - Carnal Minded - Spiritual Minded
For to be carnally minded is death; but to be spiritually minded is life and peace.
Our mind is that which
    connects our spirit to the physical universe
    receives inputs from our 5 senses
    organizes and prioritizes information
    forms ideas and opinions about the world.     

Because we were born with a Sin Nature and we live in a fallen world our minds are corrupt.     We must have our minds renewed so that we cease being Carnal Minded and become Spiritual Minded.     

Being Spiritual Minded can only be done
    by our New Spirit being
    operating through our Soul
    which has been transformed by the Word and Holy Spirit.     

In that state our thinking, meditations, speech and actions reflect Truth and we experience Abundant Life

Carnal Minded is the opposite.     
    It is disconnected from the Word and the Holy Spirit.     
    It ignores our New Spirit existence.     
    It continues to operate in the flesh.     

In that state there is only disappointment, discouragement, disillusionment and death.

When we choose to receive the Mind Of Christ which is one of being More Than A Conqueror we not only understand what Paul said but join him in his proclamation:
I can do all things through Christ which strengthens me.
Christ means `annointed One`.     The annointing is the presence of the Holy Spirit.     

The strength of Christ Jesus is His Holy Spirit.     

The disciples were commanded to stay in Jerusalem until they were endued with the power of the Holy Spirit.     

We are not limited by our physical assets.     

We can deal with any circumstance, overcome any obstacle and accomplish whatsoever we desire by power of the Holy Spirit.     

The Holy Spirit of Jesus is our power to accomplish His will.

This is the place where our Lord wants us to live.   It is the place of eternal, abundant life.   
The thief comes not, but for to steal, and to kill, and to destroy: I am come that they might have life, and that they might have it more abundantly.
The thief is Satan who is the inspiration for all the evil in the world.     
Whereas the `I` is Jesus who offers us Eternal Life and Abundant Life.     

This verse is a powerful statement contrasting the nature of the enemy with the nature of our Lord Jesus Christ.     

Note that the enemy takes by force what is ours, while we must appropriate by faith what is ours in Christ Jesus.     
The appropriation is not a `one and done` thing.     Rather, it is an ongoing process throughout our lives on this earth.     

Jesus has given us His life in giving us His Holy Spirit who is in every believer who has asked to be filled.     We aught to invoke His life into every aspect of our walk in the earth.

The thieving, killing destroyer would have each of us to turn back in fear of him.   But if we have submitted ourselves to the Mind Of Christ we will rebuke and resist him.   
Submit yourselves therefore to the Lord.     Resist the devil, and he will flee from you.
These commands ensure victory.     

The Lord wants only your best interest served, so work with Him.     

Satan, on the other hand, is the enemy and must be resisted whenever and wherever he appears.     

We submit from our will just as we rebel from our will.     The rebellious attitude leads to destruction while the submissive attitude leads to eternal, abundant life in the Holy Spirit.     

By the way, you don`t have to submit to someone who has Extreme Sovereignty.

We can turn back in fear or we can turn fear back.   The choice is ours.   The authority and power to effect our victory is by our Lord Jesus Christ.
