The Love Of God for each person is in their potential to fulfill His will for their lives.
tells us that God loves us is principle.
informs us HOW God is able to love us.
Those who reject Christ cannot be loved by Him in fact. To do so would be a violation of Himself. He would be rewarding rebellion.
Accordingly, those who reject Christ will be cast into the lake of fire.
Likewise, we as disciples of Christ love every person in principle because of their potential in Christ Jesus.
Our requirement to love those not in Christ is that we preach the Gospel to them. To not inform an unbeliever of their need for Christ is evidence that the love principle of Christ is not working in us.
However we are expected and empowered to operate in the love of God with fellow believers in Christ by His Holy Spirit.
