No, chosen only to bring forth Messiah    
At the time of Balaam, Israel was on their way to Canaan under the leadership of Moses and then Joshua.   

They had or were to receive the Commandments and they agreed to the conditions of the Mosaic Covenant (Deut 28) which demanded their obedience in order to be blessed.   

1500 years later the One who called Abraham and later gave Moses the Law which was the basis for that Covenant came to earth and was called Jesus.   

It is well documented that they rejected Jesus as Messiah and then killed Him.   

But they as a people NEVER to this day have repented of rejecting the God who called Abraham and who established the Old Covenant through Moses and who replaced it with the New Covenant of GRACE.   

That God and the ONLY God is Christ Jesus.   

So you don't seriously believe that Christ Jesus is overlooking their total and complete rejection of Him, currently blessing and continuing to bless them despite the fact that all who have previously died and they who are living (without repentance) will end up in the Lake Of Fire?
