It is actually what is called 'law and order'.
The President is the chief law enforcement officer in the land. Local, state and even federal officials must obey the laws of the land. If they do not, they commit crime. Criminals are arrested, prosecuted, convicted, sentenced and pay fines or serve time.
(I thought this was covered in public schools).
