The spirit of enterprise is not universally manifested in the same way.
Enterprise is not a historical behavior of Africans.
Enterprise is a historical behavior of Europeans (and white America which came from Europe).
This is not to say that ALL blacks reject enterprise nor that ALL whites are enterprising.
It is just pointing out a general inclination of the two races.
What must be acknowledged from historical and current evidence is that some cultures manifestation of enterprise involved only meeting immediate needs with little or no provision for the future or for addressing the needs of others.
With respect to those of African descent, they were taken out of a culture where enterprise was minimal and forced to participate in European style enterprise.
European style enterprise involved producing wealth and expanding enterprise.
When blacks were freed in America they had been raised for a few generations participating in European style enterprise. Most freed blacks emulated that enterprise but with limited resources and opportunity.
Because of skin color differences as well as the overbearing nature of post Civil War policy regarding blacks and the defeated southerners, segregation naturally sprung up.
Though some aspects of segregation were evil, some aspects of it were good.

➛ it allowed blacks to pursue their choice of enterprise
➛ it allowed blacks to develop their own leaders
➛ it allowed blacks to discipline themselves
➛ it allowed blacks to compete against themselves
Turning toward the native Americans we see them given some land (reservations) but within that land to choose what level of enterprise suited them.
Apart from casinos which are a form of capitalist enterprise, the level of enterprise on reservations is very typical of how it was before European settlers came - minimalist.
Native Americans are not forced to stay on reservations. They are free to assimilate with all other Americans as they wish. They are free to pursue whatever level of enterprise suits them.
So, what about segregation and forced integration?
Segregation should not be forced, but segregation is natural human behavior and should not be illegal.
Integration should never have been forced.
See Little Italy, Chinatown, Nuyorican Community, Harlem and Weeksville. etc. where willful segregation is a fact.
Culture has to be received.
It cannot be forced without the loss of freedom and the resultant animosity and resentment.
(Try forcing a Muslim to look, talk and act like an American).
Secular social engineers are evil.
They represent a class of people who 'know better' than the rest of humanity and seek power to rule the rest of humanity implementing their 'better ideas'.
Christianity is effectively social engineering but it spreads its ideas and solutions through preaching and teaching the Word of God while recognizing that each of us must CHOOSE to receive the Gospel.
It is not possible to force a person to be a Christian and so no informed Christian attempts it.
What is my point?
Opportunity.
Opportunity is an open door.
What is on the other side is freedom for enterprise.
Enterprise implies desire, effort, commitment and sacrifice.
Those who choose enterprise and stay committed to it will succeed.
Those who reject enterprise are poor and will remain poor even though the enterprising people around them may support them. Such are poor in heart.
America has passed laws guaranteeing equal opportunity but it cannot pass a law forcing a person to seize the opportunities presented.
